Referring to my Confidential
Despatch of the 11th. December, 1905, I have the honour to
submit certain proposals for improving and systematizing
the salaries of the junior officers in the Post Office
which have been discussed with and concurred in by the
Posimaster-General, and in connection with them would
refer Your Lordship to pages 15 and 17 of the printed
Estimates for the current year.

The present Accountant Mr. Amaro
J. Reed, now draws $2,280 salary and a personal allowance
of $570. The maximum of the emoluments to which he can
attain, including the allowance is $2,970. It is proposed
to offer him a salary without personal allowance of £300
to £345 by £15 triennial increments to bring his emoluments
more into line with those proposed for other officers in
